Statistical Inspection of Domestic & Industrial Gas Meters
Gas meters and Electronic Volume Correction Instrumentation (EVCI) used in the Netherlands for accounting aims at consumers with an annual consumption of 170,000 m3n or less, are subject to the Dutch Weights and Measures Act. Verispect is the Dutch company charged with supervision of the compliance and upholding of the Dutch Weights and Measures Act. The conditions for the execution of the metering responsibility and the acknowledgement of a responsible metering party are incorporated in the Metering Conditions: Gas-RNB.
Based on these Metering Conditions: Gas, Verispect supervises the system applied by the metering companies for the systematic, periodical (spot check) inspection of all gas meters and EVCI’s which are currently in service. The inspection system applied by the metering companies is described in the Regulation for Meter Pools, set up by the Platform Metering Companies. In this Regulation all tasks and responsibilities of the participating metering companies are mentioned, as well as further rules regarding the execution of the activities related to the meter pools. Kiwa Gas Technology has a co-ordinating and inspection function in the execution of these activities. Kiwa has a Co-operation Agreement with Verispect regarding this inspection function. As a result of this Co-operation Agreement, Kiwa Gas Technology has a documented quality system which is accepted and approved by Verispect. Kiwa Gas Technology checks the correct and timely performance of the activities, connected to the “Gas Meter Pool”, of both metering companies and inspection companies. Verispect receives a copy of all reports from these checks. Dutch metering companies who are interested in joining the “Gas Meter Pool” system are asked to contact the Platform Metering Companies for this purpose.
